Advocacy for human right defenders

As part of the global observer community and as a member of the Global Network of Domestic Election Monitors (GNDEM), EPDE joins global advocacy campaigns to stand in solidarity with fellow human rights defenders.

For many election observers around the globe, not much has changed since then. Citizen observers play a prominent role in promoting democratic electoral reforms in their countries. Therefore, they are seen as a threat to authoritarian regimes that use rigged elections to legitimize their power. They are the target of severe repression, being imprisoned or forced to leave their countries.

UN Human Rights Rapporteurs (2022): The Situation of Election Observers as Human Rights Defenders
In 2022, UN Human Rights Rapporteurs issued a joint communication recognizing citizen election observers as human rights defenders. The statement underlined the importance of independent observation in promoting transparency, accountability, and trust in electoral processes. It also raised alarm over the growing threats faced by observers in many countries, including harassment, legal persecution, and restrictions on their work. The Rapporteurs called on states to respect and protect the rights of election observers in accordance with international human rights standards.

VENICE COMMISSION (2024): REPORT ON ELECTION OBSERVERS AS HUMAN RIGHTS DEFENDERS
In December 2024, the Venice Commission recognized citizen election observers as human rights defenders. The decision was approved by the Council for Democratic Elections at its 81st meeting on 5 December and adopted by the Venice Commission at its 141st Plenary Session on 6–7 December in Venice. The Commission emphasized the crucial role of election observers in protecting democratic processes and a wide range of fundamental rights, including the right to vote, stand for election, and the freedoms of expression, assembly, and access to information. It also acknowledged the increasing risks observers face—such as discrimination, defamation, repression, and violence—and called for stronger protection mechanisms at both national and international levels.
