Amending the Armenian Constitution as an Imperative

CSOs have presented effective solutions to address the urgent constitutional challenges that will contribute to the establishment of democratic institutions in the country, and the mitigation of political and social polarization. In particular, these include reviewing the “stable majority” principle for parliament formation and establishing the Parliamentary Ethics Committee of the RA National Assembly, both under the jurisdiction of the National Assembly as per the Constitution.

On July 16, Transparency International Anticorruption Center (TIAC), with the financial support of the European Union, organized a stakeholders’ discussion on “Amendments to the RA Constitution: The Imperative of the Day,” during which the current situation, assessments, and proposals from NGOs and international organizations were presented.

Best international practices and analysis show that stable and effective state governance is only possible with mechanisms of checks and balances. To establish democratic institutions, political competition, dialogue and culture development, enhance political accountability, and mitigate societal polarization, it is essential and paramount to address several key issues, such as eliminating the stable majority of one political party in the National Assembly of Armenia and forming a more inclusive power system, as well as creating the foundations of responsible behavior based on democracy, rule of law, and respect for human rights in the representative body of RA citizens.

The event was attended by representatives from the European Union, the National Assembly of the RA, and international and local organizations.
