HCAV is a non-governmental human rights organization that unites individuals who value democracy, tolerance, pluralism and principles of human rights supremacy.
HCAV has been conducting human rights monitoring in closed and semi–closed institutions for several years. Since 1999, HCAV has been involved in the observation of local and national elections including long-term and short-term observations, submitting reports and inquiries, disputing violations in court and preparing legislative recommendations in collaboration with other non-governmental organizations. HCAV conducts election observation as a part of the ‘Independent observer’ coalition in Armenia.
