The European Platform for Democratic Elections (EPDE) is excited to announce the expansion of our election observer network with the addition of three esteemed organizations: Expert Forum EFOR (Romania), Institute of Public Environment Development IPED (Bulgaria), and MEMO 98 (Slovakia).

These organizations were unanimously elected during the 2024 General Assembly, further reinforcing EPDE’s representation among European Union Member States and strengthening our mission to ensure free and fair elections throughout the region and beyond.

Meet Our New Members:

Expert Forum EFOR, Romania

Established in 2011, Expert Forum is a renowned think tank focused on public policy and governance reform. Their track record includes extensive experience in election monitoring, with activities spanning across Moldova, Estonia, and Bulgaria, as well as in-depth analysis of public finances. EPDE has previously collaborated with Expert Forum on a project addressing electoral integrity in Europe, including joint activities during the EP elections in June 2024. Expert Forum’s expertise in governance reform and electoral integrity will add significant value to our network’s efforts.

Institute of Public Environment Development IPED, Bulgaria

Founded in 2003, IPED has been at the forefront of independent electoral observation in Bulgaria, establishing a robust network of non-partisan volunteer observers. Over the last decade, IPED has also focused on creating educational resources and delivering insightful election result analysis. Their experience with EPDE during the 2024 European Parliament elections demonstrated their dedication to ensuring transparent electoral processes. We are eager to expand our collaboration with IPED as they join our network of election observers.

MEMO 98, Slovakia

With over 25 years of experience, MEMO 98 is a leading organization specializing in media monitoring, committed to providing voters with quality information, enhancing media competence, and combating disinformation. EPDE and MEMO 98 have previously partnered on an EU-funded project centered on electoral integrity, which also involved Expert Group and other EPDE member organizations. MEMO 98’s deep understanding of media quality and its impact on election integrity is a significant asset for our network, particularly in the fight against disinformation.

Expanding Our Network for Stronger Democracy

The inclusion of Expert Forum, IPED, and MEMO 98 into the EPDE network marks an important step in our ongoing efforts to strengthen democratic processes and electoral integrity in Europe. With their substantial experience in election observation, governance reform, and media monitoring, these organizations bring unique perspectives and expertise that will enhance our collective impact.

“With these three organizations our “EU chapter” increases significantly. Eight out of 17 member organizations are now based in EU member states. The oversight over electoral processes in the EU will become a more important field of activity for EPDE than before”, said Stefanie Schiffer, Chair of the Board of EPDE. “At the same time the exchange with our colleagues in EU accession and not-yet accession states will intensify. Our new members bring sophisticated tools, methods and motivation for that cooperation. Together, we can strengthen democracy and advocate for free and fair elections throughout Europe.”
