Job description:

2. Objective of the Assignment

The Long-Term Observation Report aims to produce a comprehensive, professional, and publicly accessible citizen election report covering the entire electoral cycle of the 2026 Hungarian parliamentary elections — from the pre-campaign period through to post-election developments.

The report will serve as an alternative and complementary resource to international observation reports, rooted in local expertise and addressed to the Hungarian public, journalists, civil society, and the international community.

3. Scope of Work

The report will cover the following thematic areas:

  • Political landscape and pre-campaign developments
  • Legal framework governing the elections
  • Election administration and procedural integrity
  • Official campaign period: campaigning, financing, and conduct
  • Media environment, including independent and state-controlled media
  • Social media dynamics, disinformation, AI-related risks, and foreign interference
  • Election day developments and observation
  • Analysis of election results and post-election period

The report will include an executive summary and be published in Hungarian and English. It will be released in the week following the parliamentary elections, accompanied by a press conference or equivalent media launch.

4. Expert Profiles Sought

We are seeking individual experts for the following thematic roles. Experts may be engaged for one or more thematic areas depending on their qualifications.

4.1 Electoral Law and Legal Framework Expert

  • Expertise in Hungarian constitutional and electoral law
  • Experience analysing legal frameworks governing elections, electoral administration, and dispute resolution
  • Ability to assess compliance with democratic standards and OSCE/ODIHR guidelines

4.2 Election Administration and Procedural Integrity Expert

  • Knowledge of Hungary's National Election Office and electoral administration processes
  • Experience observing or analysing polling, vote counting, and results management
  • Familiarity with complaint and appeals mechanisms

4.3 Campaign and Political Finance Expert

  • Experience analysing political campaign strategies and financing in Hungary
  • Knowledge of relevant regulations and their enforcement
  • Ability to track spending, media advertising, and campaign conduct

4.4 Media and Information Environment Expert

  • Strong knowledge of the Hungarian media landscape, including public broadcaster, commercial media, and independent outlets
  • Experience in media monitoring and analysis
  • Familiarity with disinformation dynamics and AI-generated content risks in electoral contexts

4.5 Social Media and Digital Influence Expert

  • Expertise in monitoring social media platforms in Hungarian political contexts
  • Experience identifying coordinated inauthentic behaviour, foreign interference, and disinformation narratives
  • Analytical skills in digital data and open-source investigation

4.6 Gender and Marginalised Groups Expert

  • Experience analysing gender dimensions of electoral processes
  • Knowledge of the situation of marginalised groups (including Roma) in Hungary's political and electoral context
  • Ability to integrate intersectional perspectives into election reporting

Requirements:

5. Qualifications and Selection Criteria

All experts must demonstrate the following:

  • Relevant academic or professional background in political science, law, journalism, human rights, or a related field
  • Demonstrated experience with Hungarian politics, civil society, or electoral processes
  • Strong analytical and writing skills in Hungarian; English proficiency an asset
  • Commitment to political impartiality and non-partisanship
  • Ability to work to agreed deadlines and quality standards

Applications from women, Roma, and other underrepresented groups are strongly encouraged. Gender balance is a key selection criterion.

6. Deliverables

Each expert is expected to contribute:

  • One thematic chapter or section (approx. 2,000–4,000 words) for the final report
  • Participation in coordination calls with the editorial team
  • Review of other thematic sections upon request
  • A short biography and declaration of impartiality

  • Two writing samples relevant to your area of expertise (published or unpublished)

9. About the Project

This activity is implemented by a consortium of six Hungarian civil society organisations with expertise in election observation, democratic accountability, media freedom, and human rights. The report is part of a broader initiative to strengthen election integrity and democratic resilience in Hungary ahead of the 2026 parliamentary elections
