EPDE is implementing a capacity-building initiative aimed at strengthening cooperation between election-focused civil society organizations, youth organizations, and media representatives in Zambia in the context of voter education, youth engagement in elections, and active citizenship.
The initiative will consist of a 3-day in-country training and working group workshop bringing together relevant stakeholders to enhance their understanding of electoral processes and develop practical coordination mechanisms for youth voter registration, voter information, and civic engagement activities as well as election campaign financing specifications.
The training is planned to take place first time in May 2026 in Zambia, followed by Kenya and possibly South Africa later in the year.
EPDE seeks to engage two experts who will jointly design and deliver the programme.
Objectives of the Assignment
The overall objective is to:
- Strengthen knowledge of electoral processes, voter education, and campaign finance (where relevant);
- Provide methodological tools for effective youth engagement in democratic processes, specific methods and techniques on how to work with youth as a target group and their inclusion in election monitoring processes;
- Facilitate the creation of structured working groups and a joint action roadmap for continued cooperation.
Scope of Work:
The two experts will jointly:
- Conduct desk research on the electoral and youth engagement context in the respective country
- Design a tailored 3-day training programme
- Develop training materials and methodological tools
- Deliver the training on the ground in English.
- Facilitate structured working group sessions, conduct follow-up 1-2 online engagement events to refresh the working group format
- Contribute to the drafting of a short outcome document (action roadmap)
Expert 1: Election and Campaign Finance Expert
The expert should have:
- At least 5 years of professional experience in elections, campaign finance, or voter education
- Proven experience in designing and delivering trainings
- Experience in facilitating interactive workshops and working group formats
- Strong knowledge of electoral processes and voter information frameworks
- Experience working in African electoral contexts (preferred)
Proven ability to conduct research and tailor training materials to specific country contexts;
- Excellent command of English (spoken and written)
- Ability to cooperate closely with a youth engagement expert in joint programme design.
Specific Responsibilities
- Design and deliver sessions on:
- Electoral processes and integrity
- Campaign finance (where relevant)
- Voter education and information frameworks
- Provide contextualized analysis relevant to the respective African society
- Support facilitation of working group sessions
- Contribute to final action roadmap.
Expert 2: Youth Engagement and Non-Formal Education Expert
The expert should have:
- At least 5 years of experience in youth work related to democracy, active citizenship, civic engagement, or political participation;
- Experience in designing and facilitating non-formal education trainings
- Strong methodological expertise in participatory and youth-centered approaches
- Experience in developing training materials and practical tools
- Familiarity with EU youth policy frameworks (preferred)
- Experience in facilitating workshops in multicultural environments
- Excellent command of English
- Ability to jointly design and deliver training with an election expert.
Specific Responsibilities
- Design a methodological framework for the training
- Provide tools and strategies for youth engagement;
- Deliver sessions on:
- Youth participation and democratic engagement
- Non-formal education methods
- Designing youth-focused voter education initiatives
- Facilitate working group processes;
- Support the development of action roadmap.
Duration
- March–April 2026: Design and preparation phase
- May 2026: 3-day in-country training in Zambia
- June 2026: Reflection and follow-up input
- 2nd half 2026: 3-day in-country training in Kenya and South Africa (tbc)
