The Committee on Rules of Procedure of the Parliamentary Assembly of the Council of Europe (PACE) has found that four of its members have “seriously breached” the Code of Conduct of the organisation, and ruled that all four should be temporarily deprived of a number of rights in the Assembly. This includes the right to observe elections. The sanctions will apply to Pedro Agramunt (Spain, NR) for a period of ten years, and Cezar Florin Preda (Romania, EPP/CD), Samad Seyidov (Azerbaijan, EC) and Jordi Xuclà (Spain, ALDE) for a period of two years. EPDE contributed to the investigation of this body and welcomes this decision. Only recently, an EPDE report showed that Agramunt and Xuclà took part in a polically biased observation mission to the Russian Presidential election.
