When and where are second rounds of local elections being held?

(November 10, 2020)

>>>

When will be the second round held in communities with 75,000 voters or more, if none of the candidates receives 50% + 1 vote? The date varies for each community.

According to Article 281 (1) of the Election Code, the second round shall be scheduled for Sunday, within three weeks following the date when the decision to hold the second round was taken.

Territorial election commissions have up to 12 days to establish the results and sign protocols. This period can be extended for one day at most. Thus, the results of first round shall be established before 6 November (or 7 November the latest) to determine the date of the second round. The results also can be challenged in courts. Thus, the second round may be scheduled for the following dates: 15 November, 22 November, 29 November, 6 December.

15 November:

  • Kramatorsk (Donetsk oblast);
  • Kamianets-Podilskyi (Khmelnytskyi oblast);
  • Lutsk (Volyn oblast);
  • Odesa (Odessa oblast);
  • Sumy (Sumy oblast);
  • Ukrainka (Kyiv oblast);
  • Kherson (Kherson oblast).

22 November:

  • Brovary (Kyiv oblast);
  • Dnipro (Dnipropetrovsk oblast);
  • Drohobych (Lviv oblast);
  • Lviv (Lviv oblast);
  • Mykolaiv (Mykolaiv oblast);
  • Poltava (Poltava oblast);
  • Rivne (Rivne oblast);
  • Sloviansk (Donetsk oblast);
  • Uzhhorod (Zakarpattia oblast).

As long as the first round results have not been yet established in Kryvyi Rih, Nikopol (Dnipropetrovsk oblast), Berdiansk (Zaporizhia oblast), Cherkasy (Cherkasy oblast), Chernivtsi (Chernivtsi oblast), these cities still don’t have the second round scheduled.

IFES Ukraine has issued a helpful guide to the run-off elections, compiling all results of the local election so far and procedures for the holding of second rounds. This guide can be found on IFES’ website here.
