
The European Platform for Democratic Elections (EPDE), in co-organization with the Promo-LEX Association, is pleased to invite you to the third webinar of a series ahead of the 2025 parliamentary elections in Moldova.
The third webinar explores the critical topics of voter registry management and diaspora voting in the context of the upcoming Parliamentary Election, which continue to shape Moldova’s electoral landscape since 2024. With Moldovans abroad increasingly decisive in election outcomes, authorities have expanded polling station networks and introduced postal voting pilots to enhance accessibility. Yet challenges persist, including maintaining accuracy in the State Voter Registry amidst significant emigration and demographic shifts, and managing administrative constraints such as ballot shortages overseas.
Furthermore, the heightened political significance of the diaspora vote has made these processes vulnerable to disinformation and political contention, notably narratives claiming disenfranchisement or electoral bias propagated by Russian state media. Moldovan election officials and international observers continue emphasizing transparency, integrity safeguards, and impartial electoral management as crucial for building public trust.
This webinar gathers practitioners actively involved in voter registry oversight and diaspora voting operations to share insights, discuss recent reforms, and outline best practices for future electoral cycles in Moldova.
This webinar series aims to provide a technical platform where Moldovan election experts can exchange expertise with international practitioners, observers, and policy stakeholders. The discussions are designed to be non-political and highly technical, focusing on critical electoral issues, recent legislative developments, best practices, and emerging challenges.
