The European Platform for Democratic Elections (EPDE) and Expert Forum (EFOR) are pleased to invite you to a briefing on Romania’s second round of the 2025 presidential elections, set to take place on 18 May.
This event follows the first round held on 4 May, which saw 11 candidates competing. While the ruling coalition’s candidate failed to advance, Nicușor Dan, the pro-European independent and mayor of Bucharest, will now face George Simion, nominated by the Alliance for the Union of Romanians.
These elections are of critical importance for Romania’s future direction. A potential victory by George Simion, who has pledged to implement Călin Georgescu’s legacy, raises serious concerns about derailing Romania’s democratic trajectory and European course. The country finds itself in broader instability, with the prime minister resigning, increasing societal rifts, and deepening economic issues.
This session will present findings from the Vot Corect Coalition’s observation of the first round, which revealed ongoing challenges to transparency in campaign finance and failure to rebuild trust after the annulled 2024 presidential election. Our experts will also examine key campaign dynamics and risks to election integrity ahead of the second round of the election.

Speakers:
Septimius Pârvu is the coordinator of the electoral program at Expert Forum. Since 2009 he has participated as an expert or coordinated several election monitoring campaigns in Romania and internationally. Between 2012 and 2025, he coordinated 15 election observation campaigns, attended by more than 9,000 observers. Septimius has international electoral experience in countries such as the Republic of Moldova, Slovakia, Lithuania, Malta, Latvia, the UK, Germany, Denmark, as well as in several Balkan states. He has constantly collaborated with international organizations such as the Council of Europe or the OSCE / ODIHR. Since 2021 he is a member of the National Coordination Committee of the Partnership for Open Government in Romania. Septimius analyzes political clientelism, the financing of political parties and election campaigns, and has published a significant number of reports on these topics. Within the program dedicated to political financing, he developed the only platform in Romania that includes data on the history of financing political parties and electoral campaigns in the last 15 years – www.banipartide.ro.
Maria Krause is an independent election expert from Bucharest, Romania. She has been participating in international election observation since 2005, with ODIHR in Kyrgyzstan, Kazakhstan, North Macedonia, Serbia, Moldova, Latvia, Bulgaria, Ukraine, Albania, Montenegro, Uzbekistan and Bosnia and Herzegovina, with the European Network of Election Monitoring Organizations in Georgia, and with the Carter Center in Nepal, Mozambique and Guyana. In her home country, she has volunteered as election expert for citizen observer organizations since 2014. Maria holds a degree in English and German language and literature and her areas of interest are elections, human rights, democratization and good governance.
Vlad Stoicescu is the founding editor of Dela0.ro, one of the first independent media outlets in Romania.
As a feature writer and investigative reporter, he has won several national & international prizes for his work.
Vlad is also the editor of “Să fie lumină” (Let there be light), a cross-newsroom investigative project about church-state relations; producer and host of “Judecata de Acum” (The Latest Judgement), a weekly Youtube show on current affairs; president of the jury at Superscrieri (annual prizes that celebrate the best pieces of Romanian journalism).
