The European Platform for Democratic Elections (EPDE), in co-organization with the Promo-LEX Association, is pleased to invite you to the second webinar of a series ahead of the 2025 parliamentary elections in Moldova. 

This session offers a technical, in-depth review of election observation systems implemented during Moldova’s October/November 2024 elections, covering both the presidential vote and the EU referendum. It will explore the full observation cycle, in line with ODIHR standards, from pre-election legal and media environment monitoring to election day procedures, counting, tabulation, and post-election complaint processing.

Key topics include:

• Sampling frameworks and strategic deployment of long-term and statistically representative short-term citizen observers.
• Digital data collection methodologies, such as existing mobile apps and real-time reporting platforms.
• Harmonizing formats between domestic and international missions to improve timely preliminary findings.
• Troubleshooting methodological challenges, for instance, challenges related to observer coverage and data collection in all regions, observer access, or data delays, and strategies to address them using Moldova’s experience.
• Rapid statement drafting and coordination protocols, based on interim and final mission reports.

This event is designed for citizen and international observer organizations and groups. EPDE and the Promo-LEX Association work to strengthen technical standards for transparent, evidence-based observation in preparation for the September 2025 elections in Moldova.

This webinar series aims to provide a technical platform where Moldovan election experts can exchange expertise with international practitioners, observers, and policy stakeholders. The discussions are designed to be non-political and highly technical, focusing on critical electoral issues, recent legislative developments, best practices, and emerging challenges.
