The European Platform for Democratic Elections (EPDE) announces a new strategic partnership with the Russian Election Monitor (REM), an initiative providing an independent regional perspective on Russia’s electoral landscape, often overlooked in Moscow-centred narratives.
The cooperation aims to deepen the understanding of the Kremlin’s methods of electoral manipulation and disinformation, while supporting efforts to safeguard electoral integrity in Europe and beyond. REM is a network of experts, election observers, and independent journalists, monitoring federal campaigns, regional elections, and grassroots resistance, delivering insights into elections in Russia for an interested international audience. Beyond elections, REM also tracks broader political dynamics – from the ongoing municipal re-centralization reform process to the expansion of political and military censorship. Its analysis sheds light on how Russia’s ruling elite manages elections, as well as how the opposition, both inside the country and in exile, adapts and responds.
As a network of 17 citizen election observation organizations, EPDE contributes extensive expertise in election monitoring and research on electoral integrity. Together with REM, we will establish a platform for the regular exchange of expert assessments, data, and analysis on electoral developments in Russia. Through this partnership, EPDE and REM seek to strengthen international awareness of the country’s electoral environment and highlight the growing challenges posed by authoritarian interference to elections in the EU.
